Open Community Register
Making planning applications accessible to all
Transparency in planning
The Open Community Register offers people transparency in the planning process, allowing them to view or comment on planning applications submitted in their area, and access the supporting documents and other application details attached to a request for planning approval. This transparency strengthens community voice and understanding by allowing anyone to have access to the plans for nearby developments that might affect them.
Local authorities benefit from being able to easily manage and collect comments of objection or support for a planning application to aid their decision-making; allowing them to publish applications directly from their back-office and negating the need to review paper copies.

People-centred
The register is people-centred and for anyone wishing to find, view or comment on a planning application or search for approved applications. It’s aimed at anyone who has an interest in planning matters in their area or a specific application, regardless of whether they possess a professional background in the built environment. Users benefit from the helpful filtering options to search their area.
Aiding development management activities
Suspected breaches of the planning rules can be submitted by the public for review and actioned by the local authority, helping to join up development management activities.
The Open Community Register is also an optional component of our Application Submission Portal, powered by our award-winning Keychain technology.
Public access register
Giving public access to open and decided planning applications and their supporting documents
Upload and monitor
Local authorities upload received planning applications onto the register, making them accessible to the public for viewing. Comments can be opened or closed, depending on the application status, giving authorities full control of the public consultation period.
Local authorities can also manage viewing control through their back-office system to specify what can be seen by the public – particularly important when concerning personal data, so you can be confident your authority remains compliant.
Local authority features
Community engagement made easier - Collect planning breach reports, control the consultation window and link straight from the back-office; a snippet of what the Open Community Register offers.
