Project brief

Project brief:

The Boston Alternative Energy Facility is a significant infrastructure project designed to convert waste into energy, providing a sustainable solution to waste management. The project required a Development Consent Order (DCO), a complex and rigorous process that necessitated precise documentation and compliance with legal and regulatory standards.

TerraQuest was engaged to lead the land referencing efforts as part of the broader consultancy team. Our role was critical in ensuring the accurate and timely preparation of the essential documents needed for the DCO submission, particularly the Book of Reference, Land Plans, and Access and Right of Way Plans.

Our solution:

As industry leaders in land referencing, TerraQuest deployed its expertise to deliver a comprehensive land referencing service. Our approach included:

  • Detailed Land Referencing: We meticulously compiled and verified all necessary information to produce the Book of Reference, ensuring that every land interest and ownership detail was accurately recorded.
  • Precision in Land Plans: TerraQuest created detailed Land Plans that clearly outlined the geographical extents and boundaries of the project, complying with the stringent requirements of the DCO process.
  • Access and Right of Way Plans: We also developed Access and Right of Way Plans to demonstrate how land access and rights of way would be managed throughout the project's lifecycle, addressing potential legal and logistical challenges.

Throughout the project, TerraQuest maintained close collaboration with the wider consultant team and relevant stakeholders, ensuring that all land referencing components were seamlessly integrated into the DCO application.

Outcome:

Due to TerraQuest’s leadership in land referencing, the Boston Alternative Energy Facility successfully submitted its DCO application in March 2021. The project received formal approval from the Secretary of State in July 2023. Our accurate and thorough land referencing work played a pivotal role in securing this approval, demonstrating TerraQuest’s position as a trusted leader in the field.

This case study underscores TerraQuest’s expertise and leadership in land referencing, particularly in complex and high-stakes projects like the Boston Alternative Energy Facility. Our commitment to precision, collaboration, and compliance has solidified our reputation as a leader in land referencing services, ensuring successful outcomes for major energy projects. Our solution

To ensure we identified land that was appropriate for development, the brief was centred around rail corridors on the eastern side of the borough, our search criteria therefore focussed on areas with easy access to key transport routes including bus, underground and train.

We leveraged our sophisticated computer modelling to swiftly identify areas with development potential, streamlining the process. Moreover, we employed proprietary scoring and development appraisal processes, enabling accurate and rapid identification of individual sites.
