Case Study: Brent Cross Regeneration

The Brent Cross Regeneration in North London delivered 7,500 homes and extensive commercial spaces. TerraQuest supported the project with land referencing and acquisition services, ensuring compliance with statutory processes to prevent delays and keep the project on track.

Project Brief:

The ambitious plans led by the London Borough (LB) of Barnet aimed to transform a 150-hectare area between Brent Cross Shopping Centre and Cricklewood Station in North London. The extensive regeneration project delivered 7,500 new homes, 110,000 square meters of retail space, 395,000 square meters of business space, and 80,000 square meters of hotel and leisure space. The project was a key part of the wider regeneration efforts to enhance North London's economic and residential infrastructure.

TerraQuest were appointed to provide specialist land referencing and acquisition services, ensuring that all land interests were accurately identified and acquired according to the programme plan and the project's key milestones.

Our Solution:

To support LB Barnet and ensure the timely progression of the project, TerraQuest implemented a comprehensive strategy, which involved the following key steps:

  • Land Referencing & CPO Red Line Review: Before the 2015 Compulsory Purchase Order (CPO) submission, we reviewed the proposed red line area and conducted thorough land referencing to identify all landowners and parties with interests or potential claims related to the regeneration scheme
  • Collaboration with Legal Advisors: From 2016, we collaborated with LB Barnet’s legal advisors to fully serve the Notice of Motion (NoM) and Notice of Consultation (NoC), providing guidance to ensure all statutory procedures were met and prevent acquisition delays.
  • Proof of Service and Statutory Notices: TerraQuest played an integral role in drafting, serving, and managing statutory notices required for the CPO process. This involved ensuring that all notices were served within the required timelines, providing proof of service, and addressing any challenges that arose during the process.

Outcome:

TerraQuest played a pivotal role in expertly managing the essential elements of the land development project with precision and professionalism. Through the support in drafting three CPOs, accurate handling of statutory notices, and diligent oversight of the General Vesting Declaration (GVD) control log to ensure compliance with deadlines to prevent delays and minimise legal risks.

Our solution

To ensure we identified land that was appropriate for development, the brief was centred around rail corridors on the eastern side of the borough, our search criteria therefore focussed on areas with easy access to key transport routes including bus, underground and train.  

We leveraged our sophisticated computer modelling to swiftly identify areas with development potential, streamlining the process. Moreover, we employed proprietary scoring and development appraisal processes, enabling accurate and rapid identification of individual sites.

The outcome

Within a week, TerraQuest applied our Site ID Land Finding Service and in summary delivered the following, each of the candidate sites included a full site report and map:

• Candidate sites revealed: 7

• Total Area of Candidate Sites: 3.9 ha

• Discarded candidate sites: 42

• Area Searched: 40 km2

• Area of Focussed Search: 6 km2
