The London Borough of Enfield commissioned TerraQuest’s land referencing expertise to ensure all land interests for the Meridian Water Regeneration Programme were identified and acquired in line with the programme plan, key milestones, and critical path.

Meridian Water is made up of about 85 hectares (210 acres) and is one of the largest areas for development in London. Located in the Edmonton Leeside growth area and the Mayor of London's wider Upper Lee Valley Opportunity Area, it was a significant opportunity redevelopment.  

Enfield’s regeneration plan aims to deliver approximately 10,000 new homes over a circa 20-year period as part of a major residential, commercial and retail mixed-use development to create a new urban district at Meridian Water. To support the new homes, Enfield are investing in major infrastructure improvements including a road and rail upgrade. The proposed “Causeway” will provide a Strategic Road Infrastructure Corridor running from Meridian Water station in the west over the River Lea Navigation in the east.

Our solution:

• Undertook land referencing research to inform and define land acquisition approach

• Produced Land Interest Plans to a standard required for making a CPO

• Created and updated of the Schedule of Interest (including a communications log) including land in freehold and leasehold ownership, covenants, rights of way, easements, statutory interests and/or unregistered land

• Undertook statutory requisitions in accordance with the relevant CPO guidance to satisfy the “diligent enquiry” requirements

• Assistance to the Authority and legal advisers with resolution of land interest enquiries and administrative support in the undertaking of statutory procedures during the CPO process i.e., notification of land interest holders; publication of CPO notices in the local newspaper and notification on and off site to those with an interest in land or impacted

• Public notice and siting of notices during all stages of the pre- and post-confirmation order stages

The outcome:

TerraQuest was able to successfully manage the land acquisition process for Enfield by using our bespoke solution. By partnering early, our team were able to support the council through every stage, mitigating financial and legal risks. Our vast experience with council-led regeneration means our team are best placed to advise on complicated decisions ensuring that there are no unanswered questions and all interested parties are expertly consulted.

Our solution

To ensure we identified land that was appropriate for development, the brief was centred around rail corridors on the eastern side of the borough, our search criteria therefore focussed on areas with easy access to key transport routes including bus, underground and train.  

We leveraged our sophisticated computer modelling to swiftly identify areas with development potential, streamlining the process. Moreover, we employed proprietary scoring and development appraisal processes, enabling accurate and rapid identification of individual sites.

The outcome

Within a week, TerraQuest applied our Site ID Land Finding Service and in summary delivered the following, each of the candidate sites included a full site report and map:

• Candidate sites revealed: 7

• Total Area of Candidate Sites: 3.9 ha

• Discarded candidate sites: 42

• Area Searched: 40 km2

• Area of Focussed Search: 6 km2
