Derbyshire County Council (DCC) engaged TerraQuest to conduct a technology consultancy service and an audit focusing on the data sets used to determine the adoption status and extents of highways. This project aimed to establish a definitive electronic dataset to serve as the foundational asset for managing the county's highways infrastructure.

Our solution:

Comprehensive data audit

TerraQuest undertook a thorough audit of both electronic and paper-based datasets used by DCC's Highways team. The audit included:

  • Data review: Examination of the existing data sets to assess their accuracy, completeness, and relevance.
  • Integration methods: Evaluation of the methods employed to integrate various data sources.
  • Modernisation efforts: Assessment of previous initiatives aimed at updating and modernising the data sets.

Platform and process evaluation

In addition to the data audit, TerraQuest evaluated the data platform used by DCC to ensure it effectively supports other council functions. This evaluation was crucial in verifying that the services provided or procured were enhancing the council's assets and not encroaching on land outside DCC's responsibility.

Outcomes

TerraQuest provided a comprehensive report detailing the current state of the data and processes used by Derbyshire County Council's Highways team. This report included an assessment of the existing data sets, offering a basic scale of their scope and highlighting areas where improvements could be made.

This audit and consultancy service delivered several key outcomes for Derbyshire County Council. Based on the findings from the audit, which included a confidence score, TerraQuest recommended several approaches to enhance data capturing and management. These recommendations aimed to establish a reliable and definitive electronic dataset, crucial for the council's operational efficiency.

The suggestions for improvement also focused on strategies for better data integration, enhancing the accuracy of service provision, and ensuring that the data management practices align with the council’s broader asset management goals.

This project underscores TerraQuest's ability to deliver thorough audits and actionable insights, ensuring that public sector clients like Derbyshire County Council can manage their infrastructure assets more effectively.

Our solution

To ensure we identified land that was appropriate for development, the brief was centred around rail corridors on the eastern side of the borough, our search criteria therefore focussed on areas with easy access to key transport routes including bus, underground and train.  

We leveraged our sophisticated computer modelling to swiftly identify areas with development potential, streamlining the process. Moreover, we employed proprietary scoring and development appraisal processes, enabling accurate and rapid identification of individual sites.

The outcome

Within a week, TerraQuest applied our Site ID Land Finding Service and in summary delivered the following, each of the candidate sites included a full site report and map:

• Candidate sites revealed: 7

• Total Area of Candidate Sites: 3.9 ha

• Discarded candidate sites: 42

• Area Searched: 40 km2

• Area of Focussed Search: 6 km2
