St Helens Town Centre Redevelopment

Project Brief:

‍TerraQuest was appointed to support English Cities Fund and St Helens Borough Council in relation to the St Helens Town Centre Compulsory Purchase Order(CPO), made in December 2022. The use of CPO powers had been required to facilitate the redevelopment of the town centre, which included the creation of new office spaces, a hotel, and residential homes.

Our role was to provide land referencing services, including drafting the plan and schedule for the CPO and managing the statutory notice. We ensured compliance with legal requirements for landowners and affected parties, enabling the redevelopment to proceed.

Solution:

• Conducted a desktop referencing exercise on the master plan area to guide future land assembly, ensuring a smooth acquisition process.
• Provided a dedicated land referencing team to support the CPO programme, delivering timely, accurate data to keep the St Helens Town Centre redevelopment on track.
