Project Brief:

TerraQuest was appointed to support English Cities Fund and St Helens Borough Council in relation to the St Helens Town Centre Compulsory Purchase Order(CPO), made in December 2022. The use of CPO powers had been required to facilitate the redevelopment of the town centre, which included the creation of new office spaces, a hotel, and residential homes.

Our role was to provide land referencing services, including drafting the plan and schedule for the CPO and managing the statutory notice. We ensured compliance with legal requirements for landowners and affected parties, enabling the redevelopment to proceed.


Solution:

  • Conducted a desktop referencing exercise on the master plan area to guide future land assembly, ensuring a smooth acquisition process.
  • Provided a dedicated land referencing team to support the CPO programme, delivering timely, accurate data to keep the St Helens Town Centre redevelopment on track.


Outcome:

We successfully completed the land referencing for the St Helens Town Centre CPO, delivering a timely and efficient service. Our close collaboration with the legal team and ensured smooth land acquisition and compliance, helping pave the way for the redevelopment of the town.

Our solution

To ensure we identified land that was appropriate for development, the brief was centred around rail corridors on the eastern side of the borough, our search criteria therefore focussed on areas with easy access to key transport routes including bus, underground and train.  

We leveraged our sophisticated computer modelling to swiftly identify areas with development potential, streamlining the process. Moreover, we employed proprietary scoring and development appraisal processes, enabling accurate and rapid identification of individual sites.

The outcome

Within a week, TerraQuest applied our Site ID Land Finding Service and in summary delivered the following, each of the candidate sites included a full site report and map:

• Candidate sites revealed: 7

• Total Area of Candidate Sites: 3.9 ha

• Discarded candidate sites: 42

• Area Searched: 40 km2

• Area of Focussed Search: 6 km2
